De Blasio’s weak stop-and-frisk fix: Despite the mayor’s boasts on the policing reform, his NYPD has miles to go


While the absolute number of stops has declined from the all-time high of 687,000 in 2011, the data strongly suggest that racial bias continues to plague the NYPD’s stop-and-frisk practices.  The racial composition of a neighborhood continues to be a significant predictor of NYPD stop activity, so that officers continue to make many more stops in majority black neighborhoods than they do in white neighborhoods, and that this disparity cannot be accounted for by differing crime rates.
